First you have to draw an outcomes model. When drawing it don't worry if you:
• Can't measure some of the outcomes or steps.
• Can't prove that you changed some of the outcomes or steps.*
• When you're drawing your outcomes model, use our guidelines for drawing outcomes models.
At this stage you can also summarize any evidence you, or others have, about the connection between steps or between steps and outcomes. Sometimes people commission outside researchers to find what evidence exists for certain parts of their outcomes models.
